It's about time... my LGS players have been wanting/waiting for it.
TheDevicer - This is for regular 1-on-1 play that you will use at FNM, GPs, Pro Tours, and the like. Partial Paris Mulligans are probably unaffected, but I'd wait to see if the Scry 1 after mulligans is applied.

I REALLY don't like the idea of commander becoming more consistent than it already is. Most turn one plays already consist of a tutor of acceleration. If not, it'll happen turn two. For high level, that is.
That being said, I'm all for it in other formats.

This was definitely a long needed change, you really have to wonder why it took them more than 20 years to realize that. We played with a 'free' mulligan in 1994 already because games where one player loses due to no/all lands are simply no fun. And it just happens too often in Magic to have an extremely punishing mulligan rule like the old one.

Based on how this is worded, it should effect Partial Paris, so long as 6 or less cards are in your hand before the game starts. In multiplayer, it is common to allow one "free" mulligan, so this rule would not come into effect after the first mulligan.
TheDevicer: Funny how the format that is already too consistent is 100 card singleton. Sigh.

IIRC Combo Winter had something to do with getting rid of the free mulligans.

im not against this change but i feel like the arguments for it are kind of baseless...oh well thanks for letting us know

I'm a huge supporter of this. I think it's a positive change that can really help the state of playing. That scry can be the deciding factor whether or not you lose right away after taking a mulligan to 4, which unfortunately happens to us all sometimes

@AlexoBn - It doesn't work that way. Your opening hand size is determined before you put any 'leyline' effects into play... those leylines were in your opening hand (If they weren't they wouldn't go into play.)
Worded another way, the scry is a part of the mulligan process, while leylines are put into play, if they are in your hand, after mulligans are resolved.
