Dragon spells you cast cost 2 less to cast.
5 T, Search your library for a Dragon creature card, reveal it, and put it into your hand. Then shuffle your library.
Is it a custom card? Or a card you hope they print?? I find it hard to believe that WoTC would make a card with more or less the same name as a previous similar version. "Other Tarmagoyf" doesn't have the same ring.

I figured most dragons probably have 2 eyes, and they only printed one of his. Seeing all the Ugin stuff, and dragon stuff, why not?

What doesn't grow, dies. And what dies, grows the Tarmogoyf. But not as much as the other Tarmogoyf. Which then eats the small Tarmogoyf. Cannibalistic bastards.

Do you know any of the lore? The Eye of Ugin is not his literal eye. It is the center of the trap/prison he created for the eldrazi

Ugins booger should be : instant. Flick ugin's booger at a player. If you hit that player, deal 5 damage to him/her.
