What formats will Foundations be legal in?

The new Foundations product is a set of cards that will be continuously legal in Standard for the next few years. A lot of the previewed cards are reprints of stock effects, but it looks like there's a few new cards.

I figure these new cards will be legal in Eternal constructed formats as usual, but will they be legal in Modern, Pioneer, or whatever Arena has at this point? I assume that "legal in Standard = legal in other formats" is still on board, but the announcement article doesn't confirm or refute that. There are some interesting cards that could find spots on some decks.

All cards printed and not banned are legal in eternal formats. So, Legacy, Vintage, and Commander it will be legal in. The language that they are using makes me believe that it will be legal in Modern, Pioneer, and other non-rotating formats. Specifically because the first sentence of the announcement article calls out Modern. "Whether you're taking your first steps into Magic, finishing up your Standard deck, or diving deep into Modern, Commander, and more—Magic: The Gathering Foundations is where to start playing."

Foundations is entering Standard and thus all the wider card pools. Foundations Jumpstart and the Special Guest cards will be legal in whatever formats the cards are presently legal in.

However, there is also a new Starter Collection for Foundations (like Deckbuilders Toolkits if you remember those) which will include select cards which will have the Foundations set symbol but will not enter into Standard legality.

Because they didn't reach the complexity quota on the set release I guess.

The new commons should be pauper legal and I think the felidar might actually make the cut for white weenie and w/u blink.
