will he be back in block constructed formats or will he be like black and white sorin and Garruk Relentless Flip and be stuck in innistard

I was thinking he was border line playable if his +1 was just a loot effect
but I was thinking he was restricted to Innistrad for lore reasons like avacyn, griselbrand and the helvault

Sorin and Garruk aren't "stuck" in Innistrad. The planeswalkers themselves appear in different locations, and they develop new characteristics as the story progresses. Sorin, Lord of Innistrad and Garruk Relentless Flip aren't "trapped on Innistrad." Those happened to be those characters' incarnations on that plane.

yea that's what I meant those renditions of those PW are most likely not going to be reprinted for lore reasons

The lore of planeswalkers gives them the ability to not be stuck on a plane. Hence Gideon being on Zendikar and Ravnica, or Elspeth coming to Theros from wherever she was last seen...
Avacyn is just a legendary creature, which means that there is only one of her, and that she does not have the ability to move between planes. I'm sure someone else has a better explanation for how planeswalkers work, but yeah, Tibalt has the ability to move between planes, so he isn't restricted by lore to stay put. Though as I mentioned, he probably won't be showing up again, because he was a bigger flop than Magikarp. At least with the latter, you eventually get something that's at least kind of playable.

The only time we've seen true reprints of walkers is in core sets or special releases. As far as walker designs are concerned, blocks are for story/ability development, core sets are for game balance.

Tibalt could be reprinted. But it would have to be as a different version. Tibalt, the Fiend-Blooded has to be built around to even be playable and that's iffy at best.

Lol. Hey I was just "saying" what we all were thinking.
I do feel the need to say however that a buddy of mine ran a tibalt deck when he was legal and won a couple of FNMs with it because everyone underestimated it just because he ran tibalt.
I also saw a deck that was using Possibility Storm and Tibalt, the Fiend-Blooded to cheat other walkers into play. It was pretty hilarious to see a Nicol Bolas, Planeswalker hit the field for RR. Lol

amishrambo The hell you on about? Chandra Ablaze is sweet. The only thing that sets her back is her CMC. She is a repeat-able card draw and burn in one. If she costed 4 mana she'd be close to staple. In EDH she's already a staple even at 6CMC. Tibalt on the other hand generates no form of advantage in anyway unless you play JUND recursion.

She didn't suck though, she just wasn't as good as say the effing Eldrazzi. Lets face it, the Zendikar block is literally made of powerhouses. Even 1 drops got stupid big (Scute Mob and Dragonmaster Outcast anyone)? She didn't suck, she was just massively underwhelming compared to all the other power cards. I mean Goblin Guide was in the exact same expansion and that was a 2/2 hast for one mana. Dump 3 of those on the field and it's effectively game.
Tibalt on the other hand just all round sucks

Well, seeing as he is a planeswalker, and can therefore walk the planes, he won't be stuck on innistrad. However, I feel that his reception made it pretty impossible to reprint him, seeing as he is literally the biggest joke of standard magic in the last few years.
If he does see a reprint, I think that the only option would be in a return to innistrad block.
