Sam Stoddard gave us a little hint
What is this mysterious, high costed spoiler and how could it make a big splash in a 3 colored format?

This card seems playable. Satyr Wayfinder
and Commune with the Gods
are your top enablers. Casting by taping 6 mana & exile 6 cards with delve is optimal and shouldn't be too hard. That would give 8 P/T with flash and there's chance to go higher.

I hadn't considered Theros cards. There are some around that can enable this apparently.

"Search target opponents library for X cards and exile them. You may play any of the cards removed this way without paying their manacost. "The casting cost would seem to be reasonable for this type of power level.

Theoretically you could T1 Thoughtsieze (1 in GY, 1 Land), T2 Satyr Wayfinder (4 in GY, 2 Land), T3 Commune with the Gods dumping all 5 cards and chump with Satyr (10 in GY, 3 Land), T4 make 5 2/2 Zombies.
That's going all in and lacks interaction but it's doable.

Instead of going for velocity, look at this in the sense of a control deck over the course of a game. The control deck usually has a few cards in their grave by mid game when they are going to look to start playing their wincons, and being able to hold up your mana, and cast this at end step is really nice. And I wouldn't be too worried aboit the 4 black when Urborg is a card.

Negate has already been tagged as a needed thing you bring in (if it isn't already in mainboard!) for nasty/delicious Bile Blight

Blue is... rude, to say it politely, like that. seems to suit the Sultai lore just fine.

Unless a black control deck needs a finisher, I don't think this will see standard play. EDH? Late game I often have 30+ cards in my graveyard so I could get 15 or more zombies. I'd prefer Army of the Damned usually. I guess if I want a second Army of the Damned for a deck...

Well yeh but it goes 4 or 6 or 8 or 10 and even at 10 you give yourself 5 zombies. It's a bit like 'meet a ridiculous casting, stack your graveyard, then get relatively little'. The thing is, if you have all that mana, time, and control...... then why not just use a decent wincon.
This just isn't a fantastic card because it forces you to jump through hoops. That makes it very mediocre.
