Blue and White Control/Midrange Ideas?

I'm going to an upcoming FNM and I want to bring U/W control switch to midrange because I believe the meta is mostly Prowess or Eldrazi swarm. I'm very budget so please don't suggest Origins Jace or Dragonlord Ojutai.
TheHelvault Honestly I had that in my head. Do you think Reflector Mage+Eldrazi Displacer would be a good combo to have? The Mirror Mockerys are there for the extra draw with Faerie Miscreant and blocking opportunities. I'm going to have to pick up some Immolating Glares and Silkwraps. I'm actually on a $15 limit to finish my deck. Thanks for the help! :D

That would be a good combo. The only problem is that it won't deal with hexproof creatures. I would definitely replace your Planar Outbursts with End Hostilities, just in case you run into an awaken deck (Elemental Uprising is going to be so stupid XD).

You could also use the Mirror Mockery on Reflector Mage if they have only one creature out. It's kind of pseudo lock out if they don't have creatures with haste/hexproof or two creatures to cast in the same turn.

Very Budget, eh? Sounds like you need to run midrange. Spatial Contortion will kill your worst enemies like Jace, Vryn's Prodigy Flip, Monastery Mentor and Monastery Swiftspear.
Quarantine Field can take care of many threats at once, but I always use it as singular removal. I've gotten rid of Jace, Vryn's Prodigy Flip, Dragonlord Ojutai, Ugin, the Spirit Dragon, and many other big threats in my meta. I run 2 of them, and I suggest you do the same.
Immolating Glare will kill Kozilek, the Great Distortion.
Dazzling Reflection is excellent, I suggest running 4 for your meta. Let them cast all their spells to boost their prowess creature(s), then disappoint them immensely with Dazzling Reflection.
Silkwrap is brilliant early-game removal. It'll get rid of Eldrazi Displacer, All of the flip-walkers, Monastery Mentor, and almost every other noteworthy creature in the format. I run 4 in my UWC deck.
End Hostilities is at least a 2-of. Board wipes are the only way to deal with Hexproof creatures right now.
Eldrazi Displacer + Thought-Knot Seer is a nice combo, but you would need to run 3 Seer's to make it worth it, which doesn't fit your budget.
