Blue/Black deck help

I want to make it a bit more competitive (not uber competitive/tier 1, but good) and usable in standard. (no theros, only Tarkir and Origins, so when theros rotates I don't have to edit it).

As I look back on it, it seems very confusing as a deck (not sure on what it's supposed to do).

Right now I'm contemplating adding in 4 Taigam's Strike, 4 Stratus dancer, a total of 22 lands (9 U/9 B/4 Dismal Backwater) and a more universal counter spell - possibly cancel or clash of wills (Rakshasa's Disdain might counter everything, but it can be stopped easily) and some more exploit mechanics.

I like the combo idea of Jhessian Thief with Taigams Strike, along with elusive spellfist

Any advice?
