"Budget" Bring to Light

My deck, Budget Bring to Light, I am hoping I can develop into a competitive standard deck. Foil cards I do not have, and I would like to spend as less money as possible. I own the entire mana base and would like to keep the price of the cards I don't own under $50. Also, the sideboard is a train wreck and I have no idea how to fix it. All help would be appreciated.
