Can control exist without Jace?

I'm curious if there's enough power in control to do without Jace. All the lists I've seen have him as a primary 4x. I'm interested to go into control, but only if it is plausible without Jace. Mainly for the financial aspect of it. I was thinking something a long the lines of Sultai Red control.

You can go esper dragons for cheap. If you want super budget, you can go U/W and go even at FNM. If you need help, ask away.

Here is my decklist that you can go off of: Pepperidge Farm Remembers.

Just replace Jace, Vryn's Prodigy  Flip with Halimar Tidecaller. Not the same power level BUT at least it gives you some spells back.

I really want to add some number of Halimar Tidecaller in my 75, but I am struggling to find a decent spot for it.

Dragon based control like in the last Standard is probably the only way you can make a control deck work without Jace.

The 3rd place deck at the SCG Open was a Esper Dragons control deck that had zero Jaces in the main deck.

Of course, he had 3 Jaces in the sideboard, but... it shows that a deck CAN be viable without running Jace. One problem: Dragonlord Ojutai goes for $20-25 each so the deck still isn't terrifically budget-friendly. There are budget options like Icefall Regent and Dragonlord Silumgar though.
