Deck help: Blue/Red budget fun!

Hey everybody, I was hoping you could help me with this deck. It's more my style than the first one I created.
UR gonna get overrun

This one plays pretty fast, and looks to be a lot of fun. I don't have all the cards yet, so I haven't been able to test it out.
I made sure every card had only one and/or on every card, so I wouldn't get too burned if I draw only one Island or Mountain.
Should I add Evolving Wilds to this deck (removing two basic lands of each color)? I felt Highland Lake takes away from the speed of the deck, since it comes into play tapped, and the other dual lands are more expensive (I might add them if I can get them in trade, but actual cash is tight).
Any and all input is appreciated!

Bumping this up. I have exceeded my budget a bit, and added lots of dual lands, as well as gotten a more aggressive deck.
Questions:
1) since this is essentially a weenie deck, should I drop some of the dual lands that come into play tapped? I have a feeling they might ruin my tempo/speed.
2) should I add some burn Lightning Axe, Fiery Impulse or Fiery Temper? My hope is to have enough creatures that are unblockable or have surprise trample that it won't matter.
3) should I add some form of counterspell, like Clash of Wills or Horribly Awry? My hope is to overrun an enemy before it matters, but I don't know if that's realistic.
4) what about some kind of creature control, like Clutch of Currents or Send to Sleep? Again, I'd like to think I can overrun an enemy quickly before this matters, but I'm not sure if that is possible.

A Rise from the Tides or two could be a real game changer in this deck, but what would I remove to put them in?
