Is Izzet spells Tier 1?

Hello everyone.
I've been hard at work trying to brew a solid Izzet spells based deck that can actually compete with the "Tier 1" decks. I feel like this is the best iteration I've come up with so far. It's had some solid performances against some solid "Tier 1" decks.
If you have any suggestions as to what could make it more competitive, I'd be happy to hear them. The sideboard is also pretty much just random junk I've slopped together so it could use some help.

This might sound cheesy but have tested it with a few vryn's prodigy? Reasons obvious.

I haven't tested him out. He seems about right for a deck like this though. I'm just not about to but in the money or the trade stock for a card that's about to rotate. The two drop creatures I have do a fine enough job as it is.

Yeah I saw that! His deck is quite a bit different from my idea, but Fevered Visions is a super powerful card. I went ahead and added Unsubstantiate to my list because of the synergy there.

I think Izzet spells is a budget sleeper hit deck. If one of those Fevered Visions players made it to top 8, I think some of these cards would have jumped even further in price. The best part is, unless you're just randomly throwing in Jace, Vryn's Prodigy Flips this deck comes out budget almost by itself. I made a brew that I think is pretty good, and it only came out to just over thirty dollars. Of course, you could dump more money into it, but I honestly think this deck doesn't need a lot of money to be good.
Cards I highly recommend for this spells deck:Thing in the Ice Flip
Imprisoned in the Moon + Crumble to Dust (why not just exile all their copies of Sylvan Advocate once it's a nonbasic land?)
Jori En, Ruin Diver for card advantage, you've already got Fevered Visions which is the best card advantage card for the deck
Sphinx's Tutelage insane mill on your opponents, along with a late game card draw if you're desperate
Niblis of Frost because why not turn your burn spells into burn spells that tap down the opponent?
And there's tons more of great cards for the deck, and I'm sure with some work it could be a very great one!

There is a simple reason why a TitI deck right now is going to face an uphill battle: Reflector Mage. If the RG or Temur emerge decks from the Pro Tour take off then you have another problem in a flashback of Kozilek's Return before you flip it. Fevered Visions is only a wincon if you can play control for a while after setting it up, or get someone low early and then survive long enough to burn their remaining life.
You're playing blue, at least, so you will have access to Summary Dismissal in the sideboard for Emrakul, but I'm not sure you're fast enough. It should be a fun deck for FNM but if you're hoping that it's a sleeper hit you're probably going to be sorely disappointed.

Omeros I can definitely see your point, the deck would have to push to see any semblance of higher level play. However, I don't intend to take mine any farther than Game Day and FNM. I probably should have been more clear when saying "sleeper hit". Having this become the dominant deck seems like a near impossible climb, but I could see this being a pretty good deck that wins a decent percent of the time. Though, even then, I don't think it would completely flounder against some tier 1 decks, if built right I think it could hold its own, maybe completely stomp them, but at least pull out a win now and again.

MouseyWolf Yeah, basically have fun with it if it's what you enjoy but I don't see any way it approaches Tier 1 in power. I'm in a similar situation with a pet deck because I really wanted Spirits to be better because I like tempo-control, but they fold hard to sweepers and Lili's +1.

Omeros That they do, oh well, keeping it small should go fine for both our pet decks, I don't think my LGS has a hyper competitive standard meta, so I might actually do well at Game Day with this!

Izzet certainly got a facelift with Moon. But the spells are still garbage in comparison to what they have to face. It's more on the lines on control which one-for-one's don't work as they have for 20 years. Now adding utility cards like Jace is something to look at. Visions is great... I guess. Thinning Ice is a key component, for sure. But it just doesn't have the removal. Wizards stripped blue (and more recently) red of their life long staples. They're left with this underpowered unusual abilities for their colors.
Counterspells are the worse I've ever seen them. Burn spells are now sorcery if they blast you in the face.
However, that doesn't mean it can't work in a ultra-unerpowered format. I think what's been suggested are awesome for your build. I'm also one to really have players look towards the next set. It really only takes a Remand or Mana Leak power counterspell to make these decks viable.
