ive got a friend who recently started playing magic. So i started playing again too :)
While ive done the best i can to learn him the rules of the game the next thing on the list is his deck. he has only an introdeck(Mardu Raiders) and maybe 6boosterpacks in total as his own.
Im just not sure what direction hes wants to go with his deck. All i know in geneal is thats its not control. So leaving Midrange and Aggro.
From his introdeck however he was extremly Lucky and pulled the mythic Zurgo Helmsmasher so we both like to use it.
Issue im a ctrl player and while i can play midrange and aggro i litterly never build decks for them. So im sortoff stuck.
I cant advise much and worse i fear there is a tight budget off 100,-- . For the whole deck. :(I say a 100 since that is already alot and for someone who just started i can realy say more. To be honest id rather cut it down to 50 but i fear that you cant build anything 3colorwise and be anywhere consistend,
Mardu Warrior Aggro is the simplest choice given what you have already and you can even play Zurgo. Not saying it will win a lot, but it is fun and great to start with:
4 Bloodsoaked Champion, 4 Mardu Woe-Reaper, 4 Blood-Chin Rager, 4 Chief of the Edge, 4 Arashin Foremost, 2 Mardu Strike Leader, 4 Mardu Hordechief, 4 Brutal Hordechief, 1 Zurgo Helmsmasher
4 Crackling Doom, 2 Roast. Add 23 lands.
Should come out to no more than 20-25 bucks, sans the lands and sideboard.

I agree with Boza. I played Mardu Warriors for a couple months and its really fun. A new player should have fun with the tribal synergies. Some other options are Secure the Wastes, Battle Brawler, Alesha, Who Smiles at Death, Mardu Shadowspear, Sorin, Solemn Visitor, Herald of Dromoka, and Butcher of the Horde

Try doing a standard g/r landfall deck. It's really budget without fetches. The YouTuber wedge made a pretty good deck tech.
