Mill in Standard

For most standards I run a couple of decks, with one of them being a durdly have fun kind of deck. For this standard I want to try mill. I have two builds I'm working on currently and any help advice would be appreciated. Trying to keep the deck around 150$ though I do already own most of the lands and copters. The two decks are RUG Mill (Budget) and UG Mill (Budget).

With the Sphinx's Tutelage rotated out. I don't think we can build a competitive mill deck.

That's why you change it to be reanimator with Rise from the Grave or the new demon.

Okay so I looked at your builds and I'll tell you now you want to completely rework them. But, before you get upset, here's why:
Fleeting Memories, much like Graf Mole, does not win on it's own. As cards they are slower and require you to sacrifice several clues to make either one very effective. Now cards exist that can generate clues very quickly, such as your Ongoing Investigation, but even then you still have the problem of having to build up your clue count before its threatening.
What this boils down to is that true mill is not a thing in standard. Merely that there are milling cards that are supportive to other strategies, such as Fleeting Memories is to clue heavy decks, or how Startled Awake Flip can be powerful in a reanimator strategy. Remember Rise from the Grave? That's in standard. Just like Demon of Dark Schemes is too.
And there's your ticket to a "true mill" deck (as opposed to a Fevered Visions type I mean). You play Esper control reanimator, running mainly the energy producers, and build into/bet on the opponent having a strong dead creature for you to reanimate with your demon by the time you play it. If you like you can even run a few heavy hitters of your own, but truthfully I'd think the demon itself should be enough for standard.
