Hi I just started playing standard and i saw that zombie cold be a thing to play and i wanted to know if it was possible to build a competitive yet budget build for a blue black zombie deck

Budget certainly.

Competitive is going to be quite a bit tougher. Zombies, did not get nearly the level of support Vampires did, or even wolves/werewolves for that matter.

Relentless Dead, Prized Amalgam, Diregraf Colossus, and Geralf's Masterpiece are the best zombies from SOI though, so that's a decent starting point.
