As my title says I'm starting to get back into mtg after a year or so break. The only thing is I'm unsure what I want to make deck wise since there is so much new stuff. So I am looking for some help to make a budget standard deck, colour preferences would be: Jeskai, Gruul, Izzet or Boros. And my budget is roughly around $40 Canadian. I would love to hear from people to help me get back into mtg, and to beat my friends once again. Thank you very much!

Playing 3 colors on budget is difficult just because of the lands. Gruul as a guild will get its cards in the next expansion, so I would hold off on that for now at least. That leaves you with Izzet or Boros. You could do Izzet with burn, some counters, and finishers like Enigma Drake and Crackling Drake. For Boros, you can put together an aggressive mentor-based deck for cheap. Cards like Boros Challenger, Goblin Banneret, Sunhome Stalwart, etc. are all cents and form the core of the deck. Both of these decks see competitive play once they're fully pimped out too, but you can make due with some budget options. If you're a decent player, you can probably go 50% at FNM once you master the decks.

I wouldn't build Izzet. It's just not strong enough.

Stick with Boros and you should be able to make do with enough cheap cards for mentoring, as was suggested. You can take a look at Fermentoring and choose the cheaper cards in that as a templet.

Given your budget constraints you probably won't be able to build a deck in those colours that will be very competitive.

For under forty bucks I'd recommend Mono-Blue Tempo Control...it placed 2nd at a recent Pro Tour event and will certainly hold it's own at FNM. Trying to play more than one color on a budget will lead you to being mana-screwed and out paced by the majority of Standard decks ;)

When the top tier decks in standard are in the several hundreds of dollars, playing a budget deck is going to be rough. If you're looking for a budget Boros deck, here's one I just whipped up: Budget Boros Mentor.

year or so break implies maybe still have cards?

if your budget is really tight maybe try out mtg arena that recently went into open beta. That way you can play mtg while also saving up for a bit stronger deck (you could build a lifegain dawn of hope cats deck for cheap for fun).
