Scatter to the Winds. Extra creatures, when you can use them, are fantastic.

What matches do you want counterspells for? What do you want to counter?

I have to say Scatter to the Winds. In my experience Overwhelming Denial is really only best in counter wars, and it's not always the optimal choice. If it's just one or the other, it's scatter.

Void Shatter is better than both.

I actually like Spell Shrivel in my deck, where sometimes blue is in limited supply. It is 90% the same card as Void Shatter, unless you let the game go long. Scatter to the Winds does have some appeal also.
