I have a few decks I want to build but I'm limited on money. I'm considering:
Rakdos Madness Vampires, Rakdos Eldrazi Aggro, BU reanimator, RG Werewolf Aggro

I would test whatever you think you want to build online before committing. One of my opponent's at last week's FNM runs BR Vampires, and says that the deck needs another 1-drop to be good. I'd wait to see if EMN brings that before buying into a deck. Werewolves also got some good toys so far, but again, I'd wait a week for the full EMN spoilers.

BaronNasfix,
I'm a huge Werewolf fan, and they lend themselves well to a budget build.
A good example from the Hall of Fame over on All things Wolven is Westvale Wolven High GAME DAY TOP EIGHT by Rabid_Wombat.
For super-budget builds, you might want to check out the Werewolf decks that tore it up at the SOI Standard Poor-Man Challenge (no Rares or Mythics allowed):

clayperce I've recently been looking into werewolves. I'll be getting the deck in a month so I will be getting one which includes Eldritch Moon cards. I'll take a look.

If you are interested in a budget list of werewolves, the decks clay mentionned are a good start.
As for a budget list containing EMN cards, I am currently brewing a list, will be returning very soon with my list I will most likely be running.

BR Madness/Vampires is probably the best, especially given what's been previewed so far in EMN (and many of the key cards are commons or uncommons, including Incorrigible Youths, Lightning Axe, Fiery Temper, and Heir of Falkenrath Flip).
