a couple questions on combat rules

I have a few questions about combat rules, mainly effects in combat, like kessig wolf run.If i have kessig wolf run, and mana to use it, and i attack with augur of bolas, centaur healer, and thragtusk, and my opponent says, ''effects before blocks'', or ''effects after blocks''. do i have to state effects then?

No, if you want to wait to see who gets blocked you can, at the end of the "declare blockers" step.

For the future, this is probably best placed in the "MTG Q&A" area. Rules gurus like Rhadamanthus, Epochalyptik and mafteechr hang out there and can usually give you a quicker answer that is more concise and directed to the comprehensive rules than you'll get here.

Combat damage is assigned and dealt at the very beginning of the Combat Damage step, so your last opportunity to take an action that will affect combat damage is at the end of the Declare Blockers step. If you want to wait and see your opponent's blocking decisions before activating Kessig Wolf Run, that's perfectly fine.

If your opponent uses those exact phrases, he or she is indicating to you that this is your last chance to activate abilities or cast spells at that point.

If you don't intend to activate Kessig Wolf Run's ability at that time, you don't have to do so. You also aren't required to mention whether you intend to activate any abilities at all.
