Azorius control or boros control?

i am trying to decide what to run azorius or boros control..... Note i am on a budget so i will not have access to sphinxs revaltion

America(red, white, blue) works well also and provides the burn and control aspects if you want both

yeah but then i would have to buy more dual lands :/ and also i know this sounds snobish (lol) but i don't like the way the red/white/blue cards look lol

Given that you are on a budget, Boros Burn (sample deck list here. Scroll down to Darin Minard) is probably the better choice. U/W Control is the better deck, and one of the best decks in the format, but you can't play it without Sphinx's Revelation , Supreme Verdict , Jace, Architect of Thought , etc. etc.
The Boros Burn deck, while not entirely control, has several control elements. Specifically, it's a deck with 28 removal spells in the event you need to stabilize against aggro decks.

It's nearly impossible to do a true Boros "control" deck in Standard since there are two vital elements missing that Azorius owns the market on: a reliable boardwipe (Supreme Verdict ) and card advantage (Sphinx's Revelation and Jace, Architect of Thought ). Control decks typically have 4 win cons in the deck at most, and Boros' lack of draw power means that you'll have to run more, so it will end up looking more like a midrange deck.
That said, there are very solid control elements in Boros that can set up a good midrange strategy. Chained to the Rocks handles a wide variety of threats for disgustingly cheap (mana-wise), and Anger of the Gods can lock down aggro decks. Boros Reckoner halts weenie decks and big creatures alike. You also have access to tons of burn spells, including Warleader's Helix , and even a decent Edict with Celestial Flare to deal with Hexproof. The win cons, like Stormbreath Dragon and Elspeth, Sun's Champion , can be pretty expensive though. Assemble the Legion is more budget and pretty well positioned right now since MBD has no way to interact with it and Azorius only has Detention Sphere .

Azorius. Boros opens you up to burn spells but they're usually more conditional than a straight up Essence Scatter or Dissolve . You can Dissolve an 8/8 but you can't Mizzium Mortars it.
