Budget Elves. Possible?

Is it possible to make a semi competitive elf deck without Nissa and CoCo? I was thinking it would need to have a few things it could ramp into to run things over, but still have enough elves to impact with Shaman of the Pack and everything else.
So the short of it, I am looking for ideas from other players who have the same budget constraints.

Chord of Calling is about just as much as CoCo so no, plus it will be rotating soon anyway. Maybe it'd be better to devise a list first and have people pick over it...Should have added "Post Rotation" in there too.
I imagine there will be more elves in BFZ, but still looking at right now. Is it possible without the dig cards, to make Elves work semi competitively. Use the ramp to put out say Gaea's Revenge or something along those lines. Black for removal and or recurrence.

Woodland Bellower would be good to ramp into, then fetch a Shaman. Maybe some combat tricks for trample or something.

I'd just bite the bullet on Collected Company. It's about as cheap as it's going to get and is extremely powerful.
