Can Jace and Gideon be included in UW control?

For a reactive control build, I see a lot of potential in these cards. While they don't put on offensive pressure on the board, they can still be effective in the right build.
Jace can be flipped very easily, as UW is the most spell reliant variant of control. He can also shut enemies down with his +1, making them pretty much useless.
Gideon is pretty good in this strategy as well, because he can be flipped relatively quickly with Elspeth. He also shuts enemies down, making them attack him, while also doubling as a finisher.
I think that they could see some sideboard and potentially main board play in UW control.
Thoughs?
So the 1 mana walker needs a 6 mana planeswalker and turn 7 to flip to get a 4/4 and force attacker?

"Pretty fast" and "Elspeth" don't really go together.
This Gideon's not a control Walker.

Jace would be a good sideboard option after your opponent sides out their removal.

One of the advantages that control decks usually rely on is turning off removal spell to get free card advantage. Something like Roast in your opponents hand might as well have been a mulligan. That's not to say that creature are not ever worth it, but it does put the barrier for entry to be really high.
Personally, I don't think either of them are going to be strong enough in a typical control shell. As mentioned Kytheon, Hero of Akros Flip is only flipping once you're favorably attacking with Elspeth, Sun's Champion tokens, aka already winning. What do you need Kytheon, Hero of Akros Flip for then? Those slots could just be another card that helps to stabilize you long enough to play Elspeth, Sun's Champion, which is plenty powerful enough to win the game on its own. As for Jace, Vryn's Prodigy Flip, I think it suffers more from the problem of dying to your opponents incidentally removal - nor is flipping him really that strong.
