Ciphering?

Let's say that I have a creature on the board, and cipher Paranoid Delusions onto it. When that creature deals damage to another player and I choose to play the encoded card, can I cipher Paranoid Delusions again onto a different creature?

No. The reminder text of cipher states: "Then you may exile this spell card encoded on a creature you control. Whenever that creature deals combat damage to a player, its controller may cast a copy of the encoded card without paying its mana cost."

Note that the text specifically says "spell card." Because the copy is not actually a card, it can't be encoded onto anything.

No, you can only cipher once.
