No, it is excluded from standard as it is a special set. Kind of like Modern Masters was.

It's only going to be sold in booster packs and it's a set designed specifically for drafting and it will have cards with abilities that only work in the middle of the draft.

Is is a special set, so the only legality it will actually have is Legacy, Vintage, and maybe EDH.

Also, there are a number of cards in it that will not be legal in any competitive format (Vintage, Legacy, Modern)

Epochalyptik not sure why it's been moved to standard, if the answer is no (which it is) then it's not a post fitting of going into the standard section of the forum

Guys, I was in the gatherer database looking for some spells under the "format: standard" filter, and the conspiracy cards came up (of course, not eh ones that refer to drafting specially, but cards like brainstorm, Dack Fayden and others). Does this mean the relevant "conspiracy" cards are standard legal? Also, if the answer is "yes, they are standard legal", when (if ever) will they rotate out?

No. As was stated, Conspiracy will not be legal in Standard or Modern. Standard and Modern are only affected by core sets and blocks.
