i am not really that new to mtg, i know how to play and am currently playing a $30 B/R minotaur deck and really want to swap over to a control deck that is standard, that also won't break the bank. (blue/white) is my favorite control style but even something like esper is perfectly fine, i just want something that is going to run a little under 150.

You should check out my Dimir (U/B) control deck I built. It's running around $90 right now and I have been having success with it. I found that White isn't in great position for control right now with its main cards being Banishing Light and End Hostilities, so I cut the third color for consistency and I have been happy with the results. You can check out the list here for list and reportings for its first FNM:

yea good luck. Standaed is a little on the pricier side, and you rarely see and of the shards. Best colors for control is either america/jeskai (RUW) or sultai (GBU)

Elspeth, Sun's Champion, Dig Through Time, and Flooded Strand are the only big money items in the U/W mainboard. Here's a list from a recent SCG Open that finished 2nd: http://magic.tcgplayer.com/db/deck.asp?deck_id=1219715
The TCG low is listed at $207, but that number would drop by about $65 if you exclude the Brimaz, King of Oreskoss & Wingmate Rocs in the sideboard.

Here's a BU control deck which is relatively cheap. If you want to invest in something over time with a low start up cost, this is a good option to consider.

Here's my UW control deck that I've been playing lately and managed to top 8 a Standard 1K Tournament going 3-0-2

You can replace the Flooded with more basics or evolving wilds. and play less Elpeth

Economics isn't really meant for this kind of discussion. Moved to Standard.
