What do people think of Deputy of Acquittals with Ephara, God of the Polis . It allows you to save a creature, draw extra cards and get extra value of ETB creatures. I haven't really looked at what good ETB effects U/W has, but it must have something that could work, and the card draw and devotion seems pretty strong by itself.
Yeah, that was exactly the interaction I was thinking. I just built a deck around this which works to draw cards with Ephara and pump out tokens with Evangel of Heliod and Brimaz, King of Oreskos , who has a similar interaction with Ephara. Not sure how good it is, but it looks quite aggressive from first impressions.

Firstly, Evangel of Heliod is trash. There's almost no situation where i'd prefer it over Elspeth, Sun's Champion . Yes, it can produce masses of tokens, but so can elspeth, and she can do it every turn, and do heaps of other stuff. I like the card but it's horribly outclassed. Bromaz is also good, and you can run midrange or aggro with this skeleton. Ephara can top a curve of Precinct Captain , Banisher Priest and Imposing Sovereign , or she can make you outlast your opponent with elspeth, Heliod, God of the Sun and Detention Sphere .

Here's my decklist atm: W/u Devotion
You might be right about Elspeth, I just liked being able to bounce Evangel of Heliod , then replay it for extra tokens. However, the mana cost might be too high for that anyway. The rest of the shell is similar to the things you mentioned though. This idea seems pretty interesting.

I tried it with Boon Satyr and Prime Speaker Zegana and all that jazz. Wasn't all that great.

I was thinking a lower CMC flash with counters and some draw.

I don't think there are enough good, cheap flash creatures. I think U/W would be the way to go. Whether this deck is actually competitive is another story though

I've tried this. It works pretty well in esper and azorius tempo. Also note that you can flash in deputy to activate ephara, and if you have 2, you get a card every turn :)
