Why did they make devotion a thing in Theros?

I mean, Chroma already existed, and it is basically the EXACT same thing. Why not just take that instead of making a ''new'' mechanic that is basically a copy/paste of another one?

Chroma was a good concept, but a massive failure in execution. All the cards did completely different things, counted mana symbols in completely different places, and weren't actually good. The new approach for the concept used for devotion standardizes the function (only counting symbols on the battlefield), and allows for rules text to be written in a much cleaner way ("X is your devotion to black" is nice and elegant, "X is equal to the number of black mana symbols in the mana costs of permanents you control" takes up a lot of space and is just plain ugly).
