Problem with this is that Xenagos, God of Revels exists. They both do essentially the same thing for the same cost, except xenagod has the following benefits:
Happens a turn earlier
Can turn into a creature
Doesn't help your opponent
(Although admittedly it can only boost one of your creatures and doesn't work with burn spells)

I think it's unfair to compare Xenagos, God of Revels and Dictate of the Twin Gods because they go in completely different decks. XenaGod wants to be in a creature-heavy deck (G/R Monsters) where Dictate most likely would prefer to be in a burn-centered deck (R/W Burn or Mono-R Devotion).

This is R/W burn is really really fun, not only because of the efficiency, but also because Boros Charm + Boros Reckoner + Dictate of the Twin Gods is a funny thing to win with.

Burn decks don't want to run this because it costs 5 mana and doesn't deal damage. If doubling your damage matters by the time you have 5 lands in play, you're doing something horribly wrong.

If dealing more damage is what your burn deck needs, why not add more burn....

I think Dictate of the Twin Gods is a better card than Xenagos, God of Revels in most decks. The god has been below average for me when I have played him.
Xenagod only pumps one creature before attacking which is easily chumped.
Hardly ever becomes a creature unless you are already ahead in the game.
Has no element of surprise which makes it a poor finisher
Can be used after blockers are declared
Mono-colored so it is playable in more decks.
Applies it's bonus to all creatures
Much higher damage potential

flyguy Add Nykthos, Shrine to Nyx
to that little combo and it becomes MUCH more viable.

T4 You now have enough mana to flash in Dictate of the Twin Gods
and cast Boros Charm
any time Boros Reckoner
takes damage.

Casting Dictate of the Twin Gods end of opponents turn and following it up with Fanatic of Mogis on your turn was on my mind. I never considered powering it out quickly with Nykthos, Shrine to Nyx . Good call Ohthenoises. Makes it being mono-colored even better.

That's a R/w example, it could be done in W/r too. The only difference is it takes a bit more because you have to have RRR for the whole thing.

I plan on playing it in counter burn.
Seriously I feel people are looking at this card.
1) - it makes Keranos deal 6 damage
2) - makes Anger of the Gods deal 6 damage and exile. also makes Mizzium Mortars do 8. Try find a creature deck that can survive those.
3) - It makes cards like Rakdos Return, or my preferred Clan Defiance, stupidly powerful.
4) - It also adds devotion for Fanatic of Mogis.
Other cardsit works well with:
5) - Eidolon of the Great Revel
6) Zhur-Taa Druid
7) Ruric Thar, the Unbowed
8) Fate Unraveler
9) Niv Mizzet
10) Blood (why not combine Xenagod and this together for mega finish?)
I think you get the point. Lots of potential.

I think its best in U/R control/burn. That or in a deck with loads of firststrike creatures. That can kill your enemys stuff before they hit you.
