Does Ugin, The Spirit Dragon enable silumgar's scorn?

It does not, because even though Ugin, the Spirit Dragon is obviously a dragon, It doesn't state so on the card itself.

He is not a mere dragon, he is a planeswalker that just happens to look like one, so he does not. Nicol Bolas however does, making him more awesome.

It should be clear that Boza is referring only to Nicol Bolas the creature card and not Nicol Bolas, Planeswalker because the planeswalker card doesn't carry the Dragon creature type.

for future reference, when a card refers to a dragon card it's referencing a card that has the dragon subtype on the type line and not a card with a picture of a dragon.

If you were to use Sarkhan, the Dragonspeaker's +1 ability and then at some point needed to counter a spell using the scorn you could because at that point he would be a dragon.
