I'd like to give standard a try, but I don't really want to spend a ton of money on a deck that will just cycle out. Is there a way to make a competitive standard deck for under $30?

standard is incredibly aggressive. Also to make a competitive multicolored deck you need to spend $100-$200 on lands. I suggest for a budget deck 1 or 2 colors. Also make sure you can deal with these creatures:

Mono-green and Mono-red aggro are both very viable right now as well as very cheap. Mono Green This is the mono-green deck I'm currently building for a friend who's just starting out.

I've seen some cheap Delver of Secrets
Flip
decks doing pretty well at FMN. Usually you want a second color and is a pretty basic choice with delver decks. The lands will set you back probably 40 total for 4x Steam Vents
and4x Sulfur Falls
. However after that nothing should cost more than a dollar. This is a cheap fun deck I built around that principal that you could check out if you like. I'll be Delving your Secrets.

The question here is do you just want a deck to do well at fnm, or do you want a deck to do well at much bigger events like scg opens. The latter will be much harder to accomplish on a budget.

I can make some suggestions right off the top of my head, Everlasting Vorapede. is a very good deck that won't break your wallet. Other than that, mono red, boros, and other aggro decks like naya blitz are on the cheaper side of magic right now. If aggro isn't your thing, I have a Burn at the Stake
centered combo deck that costs less than 20 dollars minus the mana base that I could show you.

It is the most competitive budget list I have seen outside of red based aggro.

The cheapest to build a real competitive deck would be like $50-60. I'd recommend you just get an event deck.
