Why isn't this card seen in sideboards? It seems like it would wreck monsters and any red/x aggro deck.

How would it "wreck' them? Stalling for a turn isn't a game changer, especially in the control decks that would be running this. Basically it just lets the game go one turn longer is what it normally would. Azorius already has an answer to monsters and aggro strategies... Supreme Verdict .

The fact that it's a 5-drop severely limits how good it would be in those matchups. Granted, I don't play Standard, but I feel like you'd want faster answers against any aggro deck.

You want to know what hoses aggro in standard? Celestial Flare , Azorius Charm , and Supreme Verdict come to mind. When I play my Rakdos aggro, the worst possible hand my opponent could have is 3 to 4 lands, one or two copies of either of the first two cards I mentioned, and a verdict. What happens is that I commit a creature to the board and get answered back immediately. This goes on for a bit and I run out of resources. My opponent resolves his second Sphinx's Revelation and I pick up my cards.

It's a solid sideboard, but not in a control deck. I see it being more effective in an aggro strategy where it can effectively finish the game by making your creatures unblockable. Perhaps something like MUD splashing White, Esper Humans, or WU Heroic. Even then, there might be some better options, but I'll give it the benefit of the doubt since powerful and unexpected effects can win games.
