can Lavinia of the Tenth stop lets say Invisible Stalker ?

Yes. It hasn't been the target of a spell or ability, Lavinia of the Tenth 's effect is a blanket effect. But, considering detain only lasts one turn, not all that amazing.

well i was going to throw her in as a side board for my bant flicker deck so i can just flicker her to continuasly detain anything with that cost,

Hexproof is a static ability that prevents you (the opponent) from Targeting something. So you can't Murder a Invisible Stalker , but you can detain it with Lavinia of the Tenth or wipe it out with Supreme Verdict because they don't target anything, they say each or everything.

Any sacrifice effects will also get rid of Hexproof creatures. Since they target the player instead of the creature, they still have to sacrifice it.
