Omenspeaker (1U) common
Creature-Human Wizard
When omenspeaker enters the battlefield, scry 2
1/3
Will this creature fill the role that Augur of Bolas previously filled in control decks? It has the same body which was very powerful and its effect, though weaker, is similar. Could omenspeaker see play in Azorius Control or other decks post rotation?

Yeah, I cant tell you how many times I've been stuck on 3 lands in URW control and played Augur, only to smack 3 lands on the bottom with no way to shuffle.

Yeah, although luckily that doesn't actually throw off the % chance of the next card being a land that much. Let's say you had 26 lands in all, 50 cards in the library. 3 are on the board and you just sent 3 to the bottom. Your chance to draw a land before casting Augur of Bolas was 46%(23/50), after it's only down to 42%(20/47) - if I did my math right.
It just seems worse when you don't hit one after that.

My main thing is that one of the reasons Augur was so great as a form of card advantage is that it went hand in hand with Restoration Angel ; I am not sure if the control decks of post-Theoros will be trying to do the same things as the flash/control decks of pre-Theoros.
Omenspeaker is pretty sweet though.

The big difference is that scry is a lot different than (functionally) drawing a card. If you play this on turn 2 and Scry 2, It's not really going to do as much as you think. Most of your draws are live in the first 4 -5 turns of a game. Sure, you might be on the verge of getting mana flooded or screwed, and then it might be allright. But you don't play a card solely because of that.

I've had a love hate relationship with Augur of Bolas , there have been times when he's really helped with card advantage and there's been games wher he absolutely killed me (I.e. sending both of my AEtherling to the bottom of my library. Hard to say how this guy will fit, I like the fact that he can't screw you, but the benefit is less since you don't actual gain card advantage.

I think it will depend on how badly the blue based control decks need or want to block 2 power creatures. Otherwise, it's certainly a pretty clean replacement. Scry 2 is not quite on the power level of being able to potentially replace itself with another spell, though it's arguably pretty close when you consider it never bricks.
