Is there any cheaper thing I could put in a mono-blue deck instead to bring its price down but still have the deck be good?
You can try Deathcult Rogue or Vassal Soul , but both are strictly worse. Nightveil Specter is by far the best available 3 drop for black or blue devotion-based decks.

Thank you for the comments. I dont necessarily just need it for the devotion. I would like something that is decent against control. (if there is a card)

Against control you either want hexproof or "can't be countered" cards. There aren't really any of those available in mono blue. Something like Ascended Lawmage could work if you're thinking of splashing white (which would open up cards like Detention Sphere ). But just sticking with mono blue, your best bet against control is probably just more counter spells (as boring as that sounds).

Jace, Architect of Thought is probably one of the strongest mono blue answers to Control, but hes also kind of pricy. Phantom Warrior , Deathcult Rogue or Vassal Soul are probably the best cheap options, because they push damage through and have to be answered.

I think Simic Manipulator could be pretty good because it get evolved easy and has good later game value with master and tokens and a late thassa entering as a creature. Nobodys tried in MUD yet. Nightveil offers a payoff right away and has flying and thats better in this meta but simic does offer devotion and potentialy viable interaction. maybe Ordeal of Thassa and a couple Bioshift for when you have two.

Do you just want devotion? If then, maybe Wall of Frost , Phantom Warrior , Simic Manipulator . They're staples. I'm sorry, but nothing good in standard.
