Non-mill Dimir deck idea that I need some guidance on.

Basically I want to use blue counter spells, and then run (B) creatures, maybe focus on (B) devotion.

So Swan Song , Essence Scatter , Negate , Desecration Demon and others? The problem is that you can't go full devotion if you're running control so I wouldn't go down that route. I can't think of a good black 3-drop. You could run Hero's Downfall

Hmmm yeah I was thinking around those, maybe Herald of Torment for 3 drop?

Try and avoid 3-drop counterspells because they're awful. Try to avoid spells with UU or BB costs on T2 because they'll be almost impossible to play reliably. Don't see much point in 3-4 aberration in a non-mill deck. 2 would be fine.

Lifebane, herald and nightveil are all ok but not fantastic. You just need to consider that RG is a thing and they'll be coming at you with T3 or T4 5/5s. Makes what black has to offer in the way of creatures seem utterly useless except D.Demon.

You could try running a ton of killspells and counters and then 1-2x aetherling and 1-2 aberration.

Remember that aberration is not hit by Doom Blade or Ultimate Price

If you want to have black permanents and blue spells, you need to avoid spells with UU in their casting cost so that you can reliably hit the BB mana requirements of your permanents. The best counterspell in that situation is Psychic Strike , as it is a hard counter for all spells with only a single blue in its casting cost.
