I scrapped my standard abzan for modern affinity before the release of dtk I don't have a lot in the way of funds is there a deck that will win but isn't expensive?

Rule #1 is to go monocolour. You can get lots of powerful uncommons and cheap rares as far as nonland cards go, but truly effective multicolour lands are only going to be expensive.

I've got a couple budget decks put up on the site if you wanna look at them. Kolaghan's on an EXTREME BUDGET (<$15!) and a couple others you can check out as starting points.

Mono Red Aggro, White Weenies (Yes, It's a very rogue brew currently but i've won an FNM with it), UG Devotion (splashing for Collected Company), Mono Black Aggro, UB Control (-Thoughtseize), Mono Green Aggro.

Or the heroic builds (R/W, U/W). You don't need the pain lands/fetches, I run both fine with just the taplands, and they're dirt cheap to build.

This thread is brewers/spammers paradise saying something along the lines of ''my ''click here link'' mono green pure control finished second at FNM and blablabla...
If you want to play budget versions of real competitive decks (meaning tier 1 or 2) you ain't got that many choices. I think the two BEST budget/competitive decks you can build are U/W heroic or mono-red. The difference between the two is that U/W has a more expensive mana base while mono-red has more expensive creatures (hem hem Monastery Swiftspear).
I wouldn't trust the mono blue devotion and mono green aggro decks that just top 8ed until they start showing up more often...
I think it's impossible to play competitive control on a budget, no matter what people might say.

mono red aggro is a cheap deck. The only pricy cards if you choose to include them are Goblin Rabblemasters and Thunderbreak Regents if you choose to include them.

W/B warriors is cheap, very effective, and the few cards that actually cost money (Brutal Hordechief, Sorin, Solemn Visitor) can be easily replaced without hurting the deck's strength much.

You need to first define what you feel is expensive. What value are you comfortable spending/trading towards?
