Question about cipher

So doesn't cipher make it so you can re cipher the copied spell onto a different creature? It specifically states, "you may exile this SPELL" it doesn't say "card" so every turn I can re cipher the original card. Assuming the damage gets trough.
Copied spells can be exiled. Nivmagus Elemental is able to exile a spell copied by Reverberate , or other such effect.
In this case, however, cipher specifically states 'this spell card'. As such, it has to be a card in order to be exiled in this manner.

Once encoded its no longer a spell when it goes off, its an effect. Because Cipher says to exile it, when it's encoded and deals damage, there is nothing to exile to meet the requirements to encode, because the original spell is already encoded and exiled.
