What are some other cards that perform the emptying opponents graveyard function of Rakdos Charm in standard currently in red/green deck build?

Tormod's Crypt would be the easiest to get and use... though it doesn't have the advantage of being a surprise. You have to cast it on your turn, and wait for the right time to use it. Opponent will see it coming.

You can't do it on their turn, but that doesn't mean it can't come as a surprise, it jus't can't interrupt their plans that happen all at once.

Well I just got destroyed by a guy who basically used his graveyard to mill himself for the cards he needed and then infinite looped himself to mill me out, and it drove me nuts that I had nothing to stop it.

Which cards did he use to mill himself? Would Grafdigger's Cage help?

Yes, that would be excellent, he used a bunch of flashback from his graveyard, and he used Burning-Tree Emissary and used an angel (I can't remember which one) to exile all zombies and bring humans back onto the field, and then he would sac stuff to the graveyard activating another card he had that allowed him to mill me for cards until I hit a land, over and over again. It was brutal. But yes, that would be very effective.

Angel of Glory's Rise is probably the one you're thinking about.

So he used Undercity Informer and sacrificed human tokens?

Yes, that was the combo he was using. And somehow he was exiling the angel with another creature, then sacking that and using the Burning-Tree Emissary to pay the mana for the under city informer over and over again in a loop, so I'm sure the creature he was using to exile Angel of Glory's Rise was human, then he would sack it for Undercity Informer with the burning trees, and it just looped like that

Wow that's really creative. Sac Fiend Hunter and Burning-Tree Emissary with Undercity Informer, bringing back Angel of Glory's Rise from exile, which would bring back the hunter and emissary, giving you two mana for the sacrifice and exiling the angel again.

Wow, that's an awesome idea. Alternatively, you could stop the combo by killing the Fiend Hunter as it targets the Angel of Glory's Rise. It's leave the battlefield trigger would resolve before it's enter the battlefield trigger would, leaving the Angel exiled forever. But Tormod's Crypt or Grafdigger's Cage are probably your best bets.
