Just seems kinda.. what's the word..
there is merit in having multiple dual lands in ur starting hand for the first 3 turns before chromatic can be cast, it just seems so illogical to pay out the butt for 10+ shocks and 10+ core/innistrad lands for a 3+ colour deck equalling in the ball park of $200+ dollars, just for the land base, and then run chromatic's.. im speaking on behalf of one my own decks and I'm leaning toward cutting the chromatic's purely to make the hundreds of dollars I've spent on duals not seem like a complete joke.

i mean i could run 25 swamps in R/W/U 'merica build and let 4x chromatic fix everything.obviously thats not a good idea but u get my point, i could just run basics and chromatic fixes everything.

With shock lands, you don't even need Chromatic Lantern and can use the slot for more removal/counters. Chromatic Lantern is still a boss card in EDH, though.

There is always the possibility of being color screwed. Chromatic Lantern fixes that problem.

Actually the chances of that possibility fall a lot if you have the correct land set up.

As someone who has used online testing of tricolor decks filled practically with nothing BUT shocks and duals, it is sufficient to say color screw is STILL imminent. I've gotten screwed by colors many times despite running shitloads of mana fixing cards.
Chromatic Lantern helps in the event the one color you need isn't there.

It also ramps for one, which is nice. In three color decks, especially those that can't afford ALL their three shock lands, it has a place, I think.

There are also decks that splash a 4th or 5th color. Even with shocklands in standard, Chromatic Lantern makes those decks more consistent.

Chromatic Lantern is really only used for the Omnidoor 5 color decks. In a 3 color or lower deck it seems completely unenecessary. But in Omnidoor it is completely needed.

Nightveil Specter is another good use of chromatic lantern and shocks. Where you might not have the colors your opponent is running available.

For a moment I thought you were trying to say that people were paying lots of money for Shocks, not Shocklands.
I guess one reason is that Chromatic Lantern is not always safe, and is in fact pretty destructible; it can't be fully relied upon to solve your colours, especially in a three or more colour deck if it gets Oblivion Ring to the face or whatever. When the worst case scenario comes and your lantern is destroyed, discarded (or not even drawn), then you also should have the dual-lands to keep your deck running smoothly.
Also, it does pop your mana production up. That doesn't hurt for a colourless artifact any day of the week.
