Are any sliver or dragon decks viable in standard?
Thank you for mentioning my deck, Dalektable.
While we're throwing around sliver decks, another idea is HappehNinja's deck, They wait....

They both won't be tier one any time soon. But that being said they both can win and be fun.
Spootyone's sliver deck is pretty awesome in my opinion, and I made a similar version before dismantling it just to have some casual fun and it ran pretty awesome.

Yeah, my slivers deck is one of those decks that are super fun to play but incredibly glass-cannon-esque. Still, if you're looking for a non-traditional way to use them it's one way to go.

No.
Try taking one of those decks to FNM or a PTQ and see what happens. Who knows? maybe your opponents won't draw ANY removal.

Short answer, no.
Slightly longer answer, if you want to try to play one of those decks nothing is stopping you. Never will they be tier one, but you could have some fun with them. They can be pretty aggressive (slivers) and would be fun to play. An example would be Matsi883's deck
