I don't think Solidarity of Heroes works the way the designers intended it to. It is a Strive card, but the rules text says you may choose any number of target creatures. That pretty much renders the Strive portion of the card moot.

It works properly. You select targets for your card before you are actually meant to pay for it (Most people tend to float their mana before playing a spell), so it finds your targets and then the strive check happens, and it costs more based on the number of targets.

So yeah, the designers know what they're doing.

Strive merely says that Solidarity of Heroes costs 1G more to cast for each target beyond the first. You can choose any number of targets, but you have to pay the increased cost per extra target.

There's no conflict.

If you look at the other strive cards you'll see they're all worded the same way. (Aerial Formation , Ajani's Presence , Colossal Heroics , etc.)
