Is it possible to make a good standard artifact deck?
I tried doing this recently. It was a really slow crappy mono-black reanimator deck where I tried to cheat Colossus of Akros on the field.
I am crazy about artifacts, and it'd be great if I could make an artifact deck for fnm
Trading Post decks can do well at fnm's, though you have to enjoy super grindy games where the opponent will usually give up long before you win.

Overall you use the card Trading Post as a super value engine and win because your opponent can't deal with your advantage.

Artifact (or Trading Post ) decks CAN be ok but you need a lot of support to get them going.
Basically, the win conditions would be the keyrunes (aka Azorius Keyrune ) to peck them to death, or Haunted Plate Mail . You COULD also add in some planeswalkers like Jace, Architect of Thought or Elspeth, Sun's Champion but you will not be able to activate Haunted Plate Mail if you have another creature.
The good thing about using the keyrunes is you can activate the plate mail, and THEN activate the keyrune for both creatures as you only have to meet the "no creature" condition when you ACTIVATE the plate mail
These usually create long grindy games and you will need to supplement your win cons with things that will get you there such as: Supreme Verdict , Detention Sphere , Sphinx's Revelation , and counterspells
I don't think going with Hellkite Tyrant would be good as having 20 artifacts simultaneously isn't probable in competitive standard

I saw this one using tons of keyrunes, mainly the ones w/ red , as a way to cheat Colossus of Akros on the field real quick. Hellkite Tyrant is a great addition, too.
