I noticed today that except for Ugin none of the khans, dragons or fate reforged planeswalkers are that expensive. Is this because their power is considered low or because they have been out long enough to put enough into circulation that the price dropped. They all started at 25 dollars or higher but are all now sitting at 7

This is the answer. They are most likely reaching their low point for the near future and should rise a little when rotation happens.

It's simple, no one wants them. None of them are really seeing any Standard play so no one needs to get them for their decks, since demand is down the price is down.

Ugin also sees play in Tron and is a casual favorite in EDH, which is another reason why he is higher-priced.
It's possible that with the rotation and the loss of Stormbreath Dragon that Sarkhan, the Dragonspeaker will see a small price hike if he is played in the right list at tourneys. Just my opinion on it.

Nothing in Khans of Tarkir is particularly expensive.
Seriously, just look at Siege Rhino. This thing is played in probably half of the decks in Standard and for a while it felt that each Top 8 would have 32 Rhinos in it. It also made a massive impact on modern where no junk deck is seen without four Rhinos. Still, I can log onto Magiccardmarket and get a playset for a legit 10 Euros. Why is that? Khans was opened like shit. Excuse the wording, but the moment they announced fetch land reprints in Khans of Tarkir, almost any card from that set was doomed to be close to bulk price.
Ugin is very good and has not been opened as much (In both draft formats where he was in, "his" set was only one pack) and at mythic rare, in a set that would always be the "set I would buy two packs from now for my 7 euros I have left IF there wasn't Khans in which I am more likely to pull a fetch." And, frankly, the walkers from Dragons are crap. Narset has no impact on the board and unless you do some really weird stuff with her, the opponent will just proceed to kill you and maybe make a short stop at her face to stop you from ultimateing her, and Sarkhan is... he wasn't even impressive in limited and that's supposed to say something.
So: Sorin and mono-r Sarkhan - doomed to overly high availability, Ugin is great and Narset and temur-Sarkhan doomed because of meh card.

Sarkhan, Sorin, and Narset prices should follow similar paths to planeswalkers in recent sets. They'll go back up.

Yeah, they'll bounce. It's also important to note that none of the Theros walkers see play in modern while Sorin is a regular in B/W tokens. Even though that deck is essentially a tier 1.5 deck, it's still popular especially given that the Event Deck for the archetype has a lot of value in it and helped many new players enter the format. That's going to influence Sorin's price in the near future. When rotation comes around, we'll have less cards to play with. This will make the older walkers seem more appealing again.

One thing to keep in mind is that Khans sold really well (as suislecalme pointed out). A lot of packs have been opened so there are a lot of these cards in circulation.
Narset and the Sarkhans are not really that good in constructed. They just don't work well enough in the roles they want to fill and Sarkhan Unbroken is only playable in Temur. Ugin is awesome but difficult to find. Sorin is very good in certain decks (I know, I run him), but those decks are a relatively small part of the standard meta.

No one in Standard knows good cards when they see them. :P (I'm kidding, obviously.)
Ugin is run in a lot of different control builds, and control cards are always going to be more expensive than aggro cards, which is what the two Sarkhans are. Sorin doesn't see much play at all, maybe in some W/B/x sideboards.
