So I'm thinking of running a Whip deck and utilizing Fated Return and Stormtide Leviathan. Is this being done or even doable in the current meta?
If you want to use Stormtide Leviathan is Standard right now, you should be looking at Jalira, Master Polymorphist. - Probably / + maybe or for both tokens and a little control.
Thankfully, unlike Polymorph, they can't remove your sacrificed creature in response to you activating Jalira.
You can still use Legendary creatures in the deck, as they won't interfere with the Stormtide.
Still not likely a powerful deck, but would be fun to 'go-off'.

@ DarkMagician. To answer that...
Abzan Charm, Banishing Light, Suspension Field, and Chained to the Rocks (in R/W only, obviously) are all used to some degree. - Some are sideboard, but they get put in fairly regularly.

You can still play a Sultai reanimator deck with Rescue from the Underworld Whip of Erebos and Fearsome Awakening in combination with some way of dumping it into your graveyard (not just Satyr Wayfinder ). It's not that bad of a deck as you might think

also of note that Stormtide Leviathan isn't immune to regular old "destroy target creature" type removal if you try to whip it back or use fearsome awakening or Rescue from the underworld.
Fated Return is a pretty mediocre idea considering that you only need one more mana to just hard cast Stormtide.

Ugin, the Spirit Dragon (if already in play*), Perilous Vault, Utter End, Banishing Light, Crackling Doom if you want to know ways to deal with the combo. We're all just speculating tho so it might actually work out alright if you try it.

The short answer is no and no.
You spend all this time, mana etc investing on dropping this creature and by this time the enemy probably has removal or counter magic.
The meta is getting faster than when the whip decks for king so is too slow imo
