What do think of mill in standard

I'm thinking ur mill splashing black for phenax and replacing whelming wavex1 with wall of frost and a Jace with another wall but red is better than black right now for the deck

this is the base list I'm working with I think black splash can help the deck not rely so much on tutelage

I run this deck at FNM. While it is not 100% competitive, it definitely gets your heart going as it is very exciting. It is a fun deck to play for the meantime while all of the cards are available in Standard
tyforthevenom- Black is great because of the disruption that it provides. I cut Phenax, God of Deception early on in the construction of my deck as it wasn't really doing much for me.

There is no way splashing black is worth the cost- Straight U/R is fine as it is.

As someone who's been playing/testing TurboFog in Standard for over 6 months now, I can safely say that it's not Tier 1 and it won't be anytime soon. Right now, there are simply too many good cards in aggro decks and too many solid sideboard options to hate out the mill tools which people are already using.
Beyond that, there's too much variance. Every time I drew a card, I had to pray that it was exactly what I'd needed. You have to get there and stay "there" in order to have any hope of controlling and, ultimately, winning the game. If you ever get behind in a TurboFog deck, it's essentially impossible to catch up. Without at least 2 draw engines going, you're going to lose 100% of the time.
That being said, I'm not convinced that Sphinx's Tutelage is great in a heavy control shell, either. At the moment, Ashiok, Nightmare Weaver is the stronger card as it can actually doing something for you, and not just against your opponent. In tandem, they obviously seem (and may be) quite powerful, but Tutelage is not a card you ever want to see in your opening hand against RDW. Ashiok, in the very least, is a card that can soak up damage and resources, then even find you blockers to use.
With all of this in consideration, while I don't think there's a Tier-1 home for the Sphinx Toots, I'd wager that the most effective deck which utilizes it is the U/R Mill deck. With each set that has been released, I've loved Anger of the Gods more and more, and that's no exception today. That card wrecks everything against RDW and also gets rid of Deathmist Raptor in addition to likely maiming any Rally deck in the field. If you can stave off an aggro deck's first assault, you're likely to get there so long as the burn isn't too good. My only problem with the deck is that you need to keep ripping Roast off the top, or you auto-lose to Abzan if the player is halfway-competent.

I think against abzan I'd want more roast/encase don't think I need gainsay or that 3 mana not quite as good as pyroclasm either

I'm bringing a UB control variant to FNM tonight that runs Sphinx's Tutelage as a win condition. Not sure how I'll do, but that's what I'm running.
I don't think a dedicated mill deck will work. There's no support for that in Standard. Tutelage is the closest thing we'll get, and if it's going to work, it'll be in either a Fog shell or a control shell.
