I want to play Boros, and my budget is relatively high, but I just wanted to know everything before I drop ~$250 on a deck that might not be legal for too long.

The format rotates when the new October set come sout each year, starting the new block. So what that means is that 1) That set enters Standard with the previous block and core set and 2) The block before that and the core set before it rotate out.
So, when Theros block comes in this October, Return to Ravnica and its sets will remain in Standard. M14 will have been released and will be Standard, but M13 will be OUT of Standard. Meanwhile, Innistrad block will also be pushed out.
In short, each block is around for two years each, while each core set lasts for one.

Alright, thanks guys. I'm still pretty new so this was really helpful. Now I feel safe investing in a Boros deck.

Standard rotates only once per year - with the release of the first set of the new block in late September or early October.
Only cards printed in the two most recent blocks and all intervening core sets are legal in Standard. For more information, go here.
