i know i've seen this befora, but can't find it on the forums
how can i change the artwork on cards when you hover the mouse on them?

As far as I know, you cannot change the artwork displayed in forum posts. Or at least I don't know of a method to do so.

Here is the list of slugs that TappedOut uses. You can get there from anywhere on the site by clicking the cards link at the top.

NobodyPicksBulbasaur is mostly right, you can't really change the art that shows up when you tag a card, only when you add it to a deck or binder. You can, however, code the popup image to be whatever you want in a post, for example, you want the World Wake Jace? How's this: Jace, the Mind Sculptor. Super janky, and a pain to do, but it works, as long as you don't care if it shows up under the card page. You can also make it show up as something else, like this: Jace, the Mind Sculptor.

When you're adding it to your deck, follow it up with the 3-letter set slug (in brackets) that corresponds with the artwork you want to display.
If you want to display the Worldwake JTMS, for example, you would type:
Jace, the Mind Sculptor [WWK].
Each set's 3-letter slug can be found easily online with the right search. A more ambitious user will likely post a link soon enough.
