Why do some decks list their format with an asterisks? (e.g. Modern*) while others lack the asterisks?
It is because on the editing page, or while building a new deck, the user has checked the prototype option, either unknowingly, or intentionally, marking the deck as a work in progress

Thanks. I was pretty sure it meant that things aren't standard legal, but I was looking at my decks and thinking "this are definitely standard legal" -- I hadn't consider the fact that JOU cards are technically not legal just yet.

I think that is because it uses cards that are not legal for the format it is listed for. An example is my deck, Athreos says..., which will be Standard legal when Journey Into Nyx is released, but technically it is not Standard legal as of this moment.
