Are they? Where are you getting your information? The online available ban list doesn't have a single one on there.

On TappedOut, when you look at a deck, if there are cards that are not legal cards for the format it is in, those are marked in the information on the right hand side. The new C13 cards all show up as illegal cards on my deck, even though they are not actually illegal. This is an error on TappedOut's database, so I am bringing attention to it. I am not saying they are actually illegal.

Yea, they most likely just havent entered the whole c13 set as of yet... this always happens on t/o when a new set is released, im sure it is being worked on :)

Oh yeah, and pauper stuff is always weird too. Nothing to be all worked up about. It's just a glitchy bit of tappedout.

When I was adding all the card info for the cards we have currently, whoever was accepting them kept on changing what sets they were legal for. All C13 cards are legal for EDH, Legacy and Vintage.

@Femme_Fatale: It's not a matter of someone changing your submissions. Cards have their own format information, but the formats and sets themselves have master legality information. I just set that information for C13, EDH, Legacy, and Vintage. The problem should be cleared up in the next DB update.

Oh, okay, thanks for the confirmation Epochalyptik. I always thought that someone looked at the card information that was added and altered them to how they saw fit.

While that's certainly possible, we trust the users to input correct information. We will sometimes double-check information, especially if we notice a misspelling in the card name, but format legality issues are almost invariably the result of conflicting legality lists between formats and sets.
