to expand on what Epochalyptik said: If the sacrifice is part of the cost of a spell or ability (if it says "as an additional cost" or comes before the : in an activated ability like on Thoughtpicker Witch ) the sacrifice can't be responded to. But if it's part of an effect like Wildfire or Barter in Blood then it can be responded to.

@ElPared: In that case, it's important to note that you have to respond before the spell or ability begins resolving. Once the resolution process begins, players lose priority again and can't take actions unless instructed to by the spell or ability.

So as soon the guys says i will cast this, the oponents must counter, with a counter spell. Or them he wouldnt be able to do nothing ?!

You begin the casting process by announcing Goblin Grenade and putting it onto the stack. Players can't respond until after the costs have been paid. By that time, the sacrifice has already been made. Players can respond to the spell, but not the cost payment.

If it is countered, the goblin is still sacrificed as it is part of the cost to cast the spell.

Goblin Grenade
No. Sacrificing the Goblin is part of the cost for casting Goblin Grenade . When you begin the casting process, all players lose priority. You'll declare the target, pay the cost, and then you'll regain priority. By the time your opponent can respond, your Goblin will be long gone.
