What is deck cycling?

It puts your deck on the front page of the site for a short amount of time. The reason to do this is to attract comments and upvotes.

Anyways, you can deckcycle one deck a day if you're not an upgraded user, three times if you are. It puts it on the front page for a short period of time, so that people can look at it and give feedback, as said already. If that's not getting you anything, you can start a deck help thread in the forums, but make sure that you have a nice description and specific requests for feedback. And not just "Here's my deck X, look at it, thanks."
